I main Es and Weiss, and used to main Es and Jin. Which dlc should I get, or should I wait until season 2 dlc releases to see if those would be better for me?

I just purchased the DLC pack that came out today (The one with Labrys, Nine, and Mika), and the characters are not in the game. I have shut down the game. I have turned off the playstation, and I have even refreshed and checked for updates, but the characters are not here. So did I just get scammed?
